                        losses caused by drought:

                        Butte, Fresno, Glenn, Kern, Kings, Los Angeles, Merced, Monterey, Napa, Orange, Plumas, Riverside, San Benito
                        San Bernardino, San Joaquin, San Luis Obispo, Santa Barbara, Santa Clara, Shasta, Sierra, Solano, Sonoma, Stanislaus
                        Tehama, Tuolumne, Ventura, and Yolo.

                        Contiguous Counties:

                        Alameda, Alpine, Amador, Calaveras, Contra Cost, Imperial, Inyo, Lake, Lassen, Madera, Marin, Mariposa,
                        Mendocino, Modoc, Mono, Nevada, Sacramento, San Diego, San Mateo, Santa Cruz, Siskiyou, Sutter, Trinity, and
                        Yuba.
