DEFINITION

Under direction, to plan, coordinate, implement, and monitor one or more programs within the Animal Services Authority; to develop program materials; to supervise and direct those involved in delivering program services; and to do other work as required.

DISTINGUISHING CHARACTERISTICS

Incumbents in this classification work independently to provide day-to-day program coordination, implementation, evaluation, and assistance in program and policy development. Positions in this classification coordinate programs such as Animal Care, Client Services, Foster Care, Volunteer Recruitment, and Public and Community Relations. This classification is distinguished from management staff in that the latter are responsible for program oversight, overall program and policy development, program review and program budget, and the former is responsible for operations of specific program(s).

TYPICAL TASKS

Coordinates, implements, and monitors program activities; assists in developing plans, policies and procedures related to animal care and keeping, client services, or other Animal Services Authority programs; recommends changes in programs as appropriate; prepares reports, documents, and correspondence related to program activities; develops program materials, including educational materials for training and outreach purposes, reviews program materials for accuracy and appropriateness; represents program to the community; makes public presentations to groups, private agencies and community groups to coordinate programs and to promote communication and cooperation; schedules, assigns, trains, coordinates, supervises, monitors, and evaluates the work of assigned staff or volunteers and assists them in solving problems; solves difficult problems. Assists in hiring decisions for staff assigned to program area; prepares bi-weekly time sheets. Make euthanasia decisions based on accepted criteria of the Animal Services Authority. May gather and provide information for grant, foundation, or private donor proposals; may recruit volunteers; inputs, accesses and analyzes data using a computer. Assists in development and maintenance of policies and procedures manuals for program area; oversees the preparation and maintenance of records and literature available to staff and the public; develops and maintains good relationships with other animal welfare agencies, rescue groups, community veterinarians, and interested members of the public; assists with the reconciliation of daily cash drawers and weekly tallies of shelter income; oversees the operation of the shelter in the absence of Supervising Animal Services Shelter Manager; and performs related duties as assigned.

Training and Experience: Any combination of training and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Two years of experience assisting in program coordination or program planning; two years of experience in customer services and/or two years of compensated work in an animal control, humane society, or animal care facility. 

Educational Substitution: A community college or college level degree related to the specialty area may be substituted for a year of the required experience.
