Under supervision, to do varied clerical accounting work in keeping and processing financial and related statistical records requiring application of specialized record keeping practices and procedures and the use of arithmetic skills in problem-solving; and to do related work as required.
This is the journey-level class in the Account Clerk series. Positions are responsible for maintaining and processing financial records or transactions involving systems of moderate complexity. Work requires application of arithmetic skills and understanding of the record keeping systems and related transactions. Incumbents are expected to use judgment in balancing and reconciling differences within the record keeping system and in solving most problems without assistance. Advice may be sought on unusual problems or policy matters. Work may involve contact with other employees, departments and the public which requires providing factual information on procedures, rules and regulations.
Maintains moderately complex financial records such as accounts, departmental budget ledger, recording journals; distributes material, labor, equipment, indirect costs from demands, invoices, bills of lading, time/work reports coding such costs for proper distribution according to predetermined functional and organizational classifications; reconciles balances with control records according to guidelines; checks invoice records such as claims, warrants, vouchers for conformance to regulations, accuracy, budget classification; posts various financial transactions to accounts, journals, ledgers utilizing automated or manual systems; provides information to the public including vendors and providers, employees and other departments on procedures, fees, transactions, financial records maintained or processed; gives out standard forms and explains how to complete them and answers requests for factual information by consulting various available sources; uses computerized and/or manual systems to enter and retrieve data; may receive payments, prepare deposits and post, balance, reconcile to control accounts; may review service charges and codes and prepare billings to first, second, third party payers including State/Federally funded programs and insurance companies; may process payroll and personnel actions in small departments or units; may provide vacation and other temporary relief for other classes as required.
Training and Experience: Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain the knowledge and abilities would be:
One year of experience involving maintaining accounting records or processing financial records that demonstrates application or possession of the required knowledge and abilities listed above. Formal education in bookkeeping or accounting of up to six months may be substituted for the required experience on an hour-for-hour basis.
