PARKS MANAGER, MAINTENANCE
COUNTY OF SANTA CRUZ
Under general direction, plan, organize, analyze, coordinate and manage the maintenance, repairs, and usage of County parks, beaches, landscaping, facilities, and open space areas; and perform other duties as required.
This single position class has full management responsibility for the effective operation of the Facilities Management Division of the Department of Parks, Open Space and Cultural Services. This class differs from the next lower class of Parks Maintenance Supervisor, which is the first full supervisory level in the Parks Maintenance series, by the County-wide responsibility for operation and maintenance of County parks, and the management of County park facilities.
This class differs from the classes of Parks Manager-Planning, Parks Manager-Fiscal and Parks Manager-Recreation, in that the former directs a division, which requires a specialized background in facilities and maintenance.
Plan, organize, manage and coordinate the County-wide parks maintenance, repair, and usage programs; select, train, assign, schedule and evaluate the work of subordinate staff; coordinate parks maintenance with current and future park planning and acquisition; establish and maintain procedures for public safety and protection of park facilities; prepare cost estimates for parks repair and maintenance; estimate labor, equipment and materials requirements; prepare division budget; maintain and control division budget; develop and maintain maintenance standards; prepare and update the maintenance and operational manual; assure that pesticide use and hazardous waste disposal meets legal requirements; keep abreast of changes in safety and pesticide use laws and regulations; prepares components of the regional and community parks master plan; evaluate maintenance and construction operations and develop new techniques and procedures to improve effectiveness; oversee inventory control and purchasing of services and supplies; prepares and administers grants and contracts; prepares requests for proposals; reviews bids and recommends contract agreements; negotiates and prepares contracts for outside services, inter-agency agreements and others; inspect facilities and equipment to determine maintenance requirements and quality of work performed; handle questions and complaints from the public; develop and deliver on-the-job training; assist subordinate supervisors handle operational problems; prepare reports and correspondence; conduct and attend meetings and conferences; input, access and analyze data using a computer, may serve as the department head in the absence of the director, and may serve as staff representative to commissions, committees and/or task forces.

Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:
Three years of increasingly responsible experience in parks maintenance or construction including one year of experience as a supervisor.
Special Requirements: May work irregular hours or schedules.
License, Certificate Requirements: Valid Class C driver license; possession of an Agricultural Pest Control Advisor License issued by the State of California Department of Pesticide Regulations; and ability to obtain within the first twelve months, certification from a nationally recognized Pool Certification Program, may be required.
Special Working Conditions: Exposure to: variable temperatures and weather conditions; cramped work spaces; heights, such as on ladders, scaffolding and roofs; strong and unpleasant odors and fumes; noise; exposure to allergens such as poison oak, pollen, and bee stings; the possibility of exposure to infections which might cause chronic disease or death; and the possibility of exposure to toxic substances or chemical irritants.
