PUBLIC WORKS MANAGER DISPOSAL SITES
COUNTY OF SANTA CRUZ
Under direction, plan, organize, manage and coordinate the operation of the County solid waste disposal sites including a transfer station; coordinate the disposal site equipment acquisition and maintenance program and the resource recovery program; and perform other work as required.
This single position class is responsible for managing the County solid waste disposal sites assuring safe and efficient disposal of solid waste. Additionally, the incumbent is responsible for assuring that the disposal sites comply with State and Federal safety and operational laws and regulations, the staff is trained, and the equipment is maintained. This class differs from the lower class of Disposal Site Supervisor by the responsibility for disposal site management, which includes supervising the latter class with responsibility for the day-to-day operation of the disposal site. This class differs from the next higher class of Assistant Director of Public Works in that the latter is responsible for all Public Works field operations including roads, sanitation, drainage, equipment and disposal.
Plan, organize, manage and coordinate the operation of the County solid waste disposal sites; review policies, guidelines and legislation to assure that operations comply with State standards for solid waste management, water and air quality and environmental health; select, train and evaluate the work of subordinate staff; develop the long range work plan; estimate labor, equipment and material requirements; prepare budget requests and monitor and control the division budget; coordinate the equipment acquisition and maintenance program including preventative and contract maintenance; assure that environmental testing systems are maintained and monitored including systems for methane recovery, leachate extraction, and air and water quality testing; prepare and update the disposal site operational procedures manual; provide input for the long range site plan, assure that plan is followed, and recommend changes to the plan as required; evaluate division operations and develop new techniques and procedures to improve efficiency and effectiveness; handle customer complaints; oversee or develop and deliver employee on-the-job, equipment operation and safety training programs; respond to emergencies and assist subordinate supervisors in handling operational and technical problems; assure that disposal site security is maintained; coordinate the resource recovery program located at the disposal site; represent the division to State agencies, other County departments, engineering firms, contractors and vendors; coordinate operations with outside contractors; keep current in the latest developments in solid waste disposal and recovery techniques and laws; attend meetings and conferences; prepare reports and correspondence; input, access and analyze data using a computer terminal.

Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain these would be:
Four years of progressively responsible experience, which would provide the knowledge and abilities, listed above including one year of experience as a supervisor.
License Requirements: Possess and maintain a valid California Class C Driver's license.
Certificate: Obtain Manager of landfill Operations Certificate issued by the Solid Waste Association of North America is required within two years of employment.
