HEALTH SERVICES MANAGER
COUNTY OF SANTA CRUZ
Under direction, to plan, organize, coordinate and supervise a Health Services program; and to do other work as required.
Positions in this class are typically responsible for managing a specialized County-wide health program. Incumbents supervise the activities of subordinate staff, develop monitor, and evaluate the program, budget, grants and contracts. In isolated assignments, incumbents may have responsibility for a function having significant financial impact on a wide variety of health related programs. This class is distinguished from the higher class of Senior Health Services Manager by its more narrow span of control, fewer subordinate staff and more specialized nature or the program for which it is responsible. This class is distinguished from the immediately lower level classes in that the lower level classes perform lead duties and coordinate specialized programs.
Plans, directs, reviews, and coordinates a specific Health Services program with County-wide impact; supervises, trains and evaluates the work of professional and clerical support staff; prepares budget materials for assigned program services; reviews legislation in assigned program areas and makes recommendations; prepares grant applications and administers grant funded and contracted programs and services; develops performance standards and evaluates staff and programs; provides consultation and assistance to subordinates, and makes decisions on difficult health and case management problems; keeps superiors informed of activities and unusual problems; develops and implements systems to monitor the quality and outcome of services to meet funding and community requirements; reviews, evaluates and coordinates medical and financial case management; may review medical reports and determine eligibility, or consults with State experts on the most difficult and complex cases; conducts outreach to ensure community awareness of the program; maintains positive public relations with physicians, State and community agencies; keeps informed on current research, trends and issues affecting assigned program; develops and maintains standards of care; interprets agency policies, programs and procedures to subordinates; coordinates activities with administrative, medical and other staff; assures that records systems are accurately maintained; solves difficult personnel problems; participates in various committees; prepares written and oral reports, and monitors and oversees the preparation of complex reports and records; provides liaison with other agencies, organizations, consumer groups, and hospitals; coordinates community meetings, staff meetings and conferences; may input, access and analyze data using a computer; may provide vacation or other temporary relief for other supervisors or managers; attends meetings and conferences.
