STAFF DEVELOPMENT TRAINER

Under direction, develop and conduct induction and in-service training programs for Departmental staff; develop, conduct and coordinate departmental staff training; and perform other work as required.
Positions in this class are responsible for providing training to new and existing staff on the procedures used in departmental-specific functions, and for providing in-service training on specialized subjects to ongoing staff. These positions may supervise staff in training.
Plans, develops and conducts training and retraining programs for staff to instruct them in the principles of case management, legal actions necessary to establish and enforce court orders for child support and paternity, eligibility determination for public assistance, employment and training programs, budgeting. accounting and payment distribution, interviewing and casework techniques, and requirements for proper intake and maintenance of case records; assists in preparing training modules and materials for existing, new mandated regulations or procedures, including mandated timeframes and performance standards; develops written and performance tests as appropriate to determine the degree to which training participants are absorbing material being presented; arranges for subject matter specialists to provide training in specialized areas as required; trains participants in the use of general and specific computer application programs; prepares lesson plans, manuals, handbooks, audio-visual aids and other training materials; assists in identifying in-service training needs for staff and in developing training courses and materials to meet these needs; gathers cost data on training materials, equipment, outside workshops and other training-related expenses to assist supervisors in determining training budget requirements; evaluates the effectiveness of training programs and makes revisions as needed; maintains liaison with staff development personnel in other agencies and representatives from the State to obtain assistance in developing training courses and to keep abreast of trends and new requirements; provides assistance to supervisors in identifying training needs of subordinates and developing plans for providing ongoing training; attends meetings and conferences; maintains records on training activities; prepares reports and correspondence; assists in developing and conducting orientation to specialized training for all departmental employees; communicates training and performance expectations to subordinates; recognizes and effectively deals with personnel problems identified during training; provides lead direction to staff who assist with the training.

Education and Experience:
Any combination of training and experience which would provide the required knowledge and abilities is qualifying. A typical way to obtain these would be:
Experience equivalent to completion of a Bachelor's Degree with major course work in public or personnel administration, human resource management, education or a closely related field and
Six (6) months of paid experience planning, organizing and conducting training programs in an educational facility, private or public organization.
Two years of journey level experience in determining initial or continuing eligibility for publicly funded programs/services or assessing and counseling the public with barriers to employment.
Selective Certification Criteria:
Selective certification to positions may be based on a thorough knowledge of a specific publicly funded social service program.
