EMPLOYMENT AND TRAINING SUPERVISOR

DEFINITION Under direction, to plan, organize and direct employment training services which may include participant outreach, recruitment, eligibility determination, client needs assessment, job search/job development services, vocational counseling and specialized sub- programs; develop and maintain marketing program to private sector; liaison to community employers and training agencies; and to perform other work as required.
DISTINGUISHING CHARACTERISTICS Incumbents in this class are distinguished by the responsibility for managing subordinate supervisory and/or professional and clerical positions performing vocational testing and assessment, job placement and related employment training services including vocational counseling, program coordination and evaluation. This classification is distinguished from the Senior Employment and Training Specialist in that the latter may serve as a supervisor or lead overseeing daily operations and/or performs the more difficult and complex case work.
Plans, coordinates, manages and evaluates employment training services that may include outreach, eligibility determination, vocational counseling, support services and job placement and specialized sub-programs for the economically disadvantaged, displaced, homeless, youth, older workers and others encountering barriers to employment; develops, recommends and implements program policies and procedures; ensures consistency of services, compliance with regulations, accuracy of records, appropriateness of referrals and proper participant tracking; reviews and prepares periodic reports; develops and maintains marketing program to private sector; maintains liaison with program providers and representatives of other public and private agencies providing employment, vocational, rehabilitation and training services; assists in resolving complaints and grievances from applicants, participants and program providers; gives instructions and makes decisions on difficult management or placement problems; determines efficient ways to organize work of subordinates; prepares performance evaluations; selects and trains subordinates; establishes work standards and priorities; attends meetings; prepares reports on program achievements and status of projects; prepares and/or assists with grant proposals and contracts; monitors contract services and budgets; assists with development of department goals, objectives, and budgets; prepares and presents written and oral reports; serves as a member of the department management team; assumes full program responsibility as assigned in absence of program manager.
Training and Experience: Any combination of training and experience which would provide the required knowledge and abilities is qualifying. A typical way to obtain these knowledge and abilities would be:
Three years professional experience in career, vocational or employment counseling; one year experience as a supervisor.
Possession of a valid California Class C Driver's License or be able to provide suitable transportation approved by the appointing authority.
