DEFINITION

Under general direction, to manage, monitor, and coordinate the specialized software functions of the Management Information Systems in a Health Division of the Health Services Agency; to plan, assign, review and direct the work of professional and technical information service staff; to work with HSA Data Processing to meet changing data processing needs of the division; and perform other duties as required.

DISTINGUISHING CHARACTERISTICS

This classification works in a Health Division of the Health Services Agency. This position reports directly to the Division Director and the Chief of Administration for HSA, and is considered an integral part of the administrative management team.

This position differs from the Information Systems Manager-HSA in that the latter directs the Health Services Agency's computer operations and information systems network while the Health Systems Application Manager manages software functions specific to the health divisions of HSA.

This position differs from the Senior Departmental Information Systems Analyst in that the latter works as a generalist in an operating department, working with hardware, software and information systems, while the  Health Systems Applications Manager works  primarily with software and data management needs specific to the health divisions of HSA.

TYPICAL TASKS

Manage, monitor, and coordinate specialized software functions and applications; negotiate contracts with software vendors specific to the health division; develop applications or customized reports required for special data needs for treatment services, grants and audit requirements; research and evaluate ongoing and future needs for software upgrades; evaluate and research new health software products, and compatible applications developed by other jurisdictions; identify software and hardware needs and priorities; plans, organizes, assigns and reviews the work of subordinate  staff specific to the health divisions of HSA; work with Health Services Agency Data Processing on budgeting, implementation and support of recommended products; develop goals and objectives, policies and procedures for the specific health divisions of HSA; responsible for system coordination of data between clinicians, administrators, and clerical staff; review existing health policies for efficiency of operations as well as data integrity; establish and maintain systems reports; direct and participate in the development of new training programs and establish training priorities; plan interface in relation to automated medical records, pharmacy, lab, billing, and care coordination; download and program data for ongoing and specialized report needs; represent  Health Data Processing in state associations and user groups; and supervise data processing staff assigned to specific divisions.

Education and Experience:

Any combination of education and experience, which would provide the required knowledge and abilities, is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:

Three years of information systems experience which includes systems analysis and software application management.

Special Requirements, Conditions:

License: Possession of a valid California class C driver license.

Background Investigation: Fingerprinting is required.
