INFORMATION SYSTEMS MANAGER, HEALTH SERVICES AGENCY
SANTA CRUZ COUNTY
Under direction, plans, organizes, supervises and directs the Health Services Agency's computer operations and information systems; manages the development and installation of integrated data processing systems; and performs other work as required.
This single position class is responsible for planning and managing the Health Services Agency's data processing systems and for providing liaison to users and to the County's Information Services Department. This class is distinguished from other decentralized data processing managers by the specialization in business and health care applications; and the responsibility for providing mainframe and personal computer services, office automation, and local and wide area network services and support for a large department with a computer system which is independent of the Information Services County-wide system.
Manages Agency computer systems and operations; provides the Agency with strategic planning and recommendations for the purpose of meeting future information systems needs; represents the Agency in matters concerning data communication and computer systems with other departments, agencies and vendors; selects, trains, supervises and evaluates staff directly, and through subordinate supervisors; establishes measures of performance for equipment, software and systems; initiates and reviews recommendations for new and enhanced systems and service improvements; consults with and advises Agency division heads on computerization and system integration problems, providing both agency-wide and program-specific solutions from an agency prospective; reviews requests for additional data processing systems and equipment and consults with Agency management on system changes or adjustments; prepares proposals for major equipment and software acquisitions, including funding mechanisms; prepares contracts for complex computer programming projects to be performed by consultants; performs cost/benefit analysis of new and existing applications, hardware and software configurations; reviews and approves staff recommendations for major computer operations or applications changes or reconfigurations; evaluates new technologies for potential incorporation into Agency systems; reviews Federal, State and local regulatory material for impact on established information systems and operations; establishes policy and ensures staff and user compliance with system security and data confidentiality; prepares budget recommendations for the Management Information Section and provides recommendations to other Agency budgets relating to computer systems services; and prepares reports and correspondence.

Training and Experience
Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain these knowledge and abilities would be:
Equivalent to graduation from college with a degree in computer science, public or business administration or a closely related field; and three years of professional level analytical or administrative experience which involved the application of data processing systems principles and techniques.
