DEFINITION 

Under general direction, plans, organizes, coordinates, and directs the administration of the County’s Capital Improvement Projects Division; this position is subject  to  administrative determination of policy;  and  does other work as required. 

DISTINGUISHING CHARACTERISTICS 

This single position class is responsible for supervising and coordinating all functions of the County’s Capital Improvement Projects Division within the Department of Public Works. The incumbent is responsible for administration, planning, budgeting and project coordination. The incumbent is required to possess skills in managing teams, coordinating interdepartmental projects, setting up and maintaining communications systems, and in managing a rapidly growing complex redevelopment program. This position receives direction from the Director of Public Works. 

TYPICAL TASKS: Plans, organizes, and directs the administration of the Capital Improvement Projects Division including administration of contracts for the construction of major public buildings projects and to ensure contract compliance with plans, specifications, and applicable code related to those projects; coordinating redevelopment and capital improvement projects and programs with other County departments and community agencies; establishes objectives and time tables for major capital improvement/development projects; resolves problems; prepares division budget; plans and directs the preparation of applications for grants; recommends means of financing programs, acquisition and development  represents the County in complex contract negotiations and oversees the development and administration of contracts; confers with the Board of Supervisors and other officials concerning capital improvement/development  and other related projects; oversees and coordinates long-range planning for economic and capital improvement/development programs; represents the County before community groups and to the business community on matters relating to  capital improvement/development; oversees community outreach for the capital improvement/development programs; assures that the capital improvement/development  projects are fast tracked, that required resources are secured, and that interdisciplinary cooperation is maintained; selects and evaluates the work of staff; directs and coordinates the activities of subordinate staff; establishes  policies and procedures including work agreements or protocols which delineate interdepartmental expectations and responsibilities; reviews, maintains and updates interdepartmental work agreements and protocols as required; reviews and evaluates  operations and programs to assure adherence to legal requirements including reporting requirements; keeps abreast of pending legislation concerning  capital improvement/development; maintains a positive public image for the  department; attends meetings and conferences

EMPLOYMENT STANDARDS 

Knowledge: 

Thorough knowledge of:

·         principles and effective practices of organization and management; 

 

Working knowledge of:

·         techniques of development and implementation of interdisciplinary public projects; 

 

Some knowledge of:

·         the application of data processing to departmental operations. 

Ability to: 

Training and Experience: 

Any combination of training and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 

·         Graduation from an accredited college or university with a Bachelor’s Degree in construction management, civil or structural engineering, design management, architecture, business, economics, planning or a related field AND four years of full-time, high-level administrative or management experience in project management in the areas of construction management, engineering (civil, structural, mechanical, or electrical), architecture, commercial real estate development, or a closely related field.
