Under general supervision, performs a wide variety of technical personnel work by assisting personnel analysts or other professional staff in the more routine aspects of professional level assignments; independently performs special projects and assignments of a technical or complex clerical nature; acts as a leadworker to clerical staff; and performs other duties as required.
This is a technical level, paraprofessional class used in the Personnel Department or organizations with decentralized recruitment and testing responsibilities. Incumbents work with guidance from personnel analysts or other professional staff and perform the more routine, less complex aspects of recruitment, test development and administration, job classification, updating and maintaining personnel transactions and control records, compensation and benefit management, employee relations, equal employment opportunity/non-discrimination, training, worker's compensation or risk management activities. This class differs from the next higher class of Assistant Personnel Analyst in that Assistant Personnel Analysts are learning to apply analytical techniques and problem solving skills and develop alternative solutions to a variety of personnel related issues. This class differs from the lower class of Personnel Clerk in that Personnel Clerks predominately perform complex personnel related clerical tasks as opposed to technical and paraprofessional activities.
Assists analysts with routine recruitment and testing assignments such as; coordinating recruitment and testing activities for classes with standardized exam plans, screening applications, counseling employees and applicants regarding training, education and experience requirements for County employment, scheduling and coordinating rating panels, proctors, facilities and materials; assists rating panels as necessary; conducts outreach recruitment activities; administers bilingual and other special examinations; compares class specifications with one another or with employee qualifications to determine eligibility for transfers, alternate list use or job matches with other jurisdictions; processes temporary help requests from a County-wide pool or through outside employment agencies; updates and main tains a variety of logs, records, policies and procedure manuals; monitors and provides technical assistance on personnel/payroll transactions for compliance with Personnel Regulations, Civil Service Rules, Personnel Ad ministration, and MOUs; uses a personal computer or accesses the mainframe to input, access or process information; conducts and responds to salary, benefit or other surveys; monitors collective bargaining agreements and implements their provisions; plans, schedules and implements county-wide training programs, recruits and negotiates costs with instructors; coordi nates the leave of absence and employee insurance provisions in conjunction with Federal and State regulations and County policies; implements new employee benefits program; coordinates annual open enrollment periods; counsels employees regarding leaves of absence procedures and employee insurances; resolves insurance eligibility problems with both employees and outside vendors; provides claims data to outside vendors; collects data and prepares a variety of reports, including workload or claims loss statis tics; investigates Worker's Compensation, Unemployment Insurance (UI) or liability claims, represents the County at UI hearings; responds to inqui ries from employees and the public on a variety of personnel related top ics; prepares correspondence; acts as a leadworker to clerical staff.

Any combination of education and experience which would provide the re quired knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
One year of experience performing duties comparable to those of a Personnel Clerk in Santa Cruz County; OR
Two years of responsible journey level clerical experience which included the interpretation and application of personnel rules or regulations; OR
Two years of college coursework and some clerical experience which provides the knowledge and abilities listed above.
