 Proposal to create a 12-acre outdoor recreational/educational facility to include a ropes course, a mountain bike course, community garden, sports field, a 6,673 square foot retail/recreation building, a 7,425 square foot day camp and classroom, and four utility structures totaling 1,492 square feet. Project also includes construction of a 62-foot tall view platform, a pedestrian bridge across E. Zayante and a vehicular bridge across an ephemeral drainage. Proposed earthwork consists of 10,830 cubic yards of excavation and 17,068 cubic yards of fill. Project requires a Development Permit, Riparian Exception, Variance to the 28-foot height limit, Preliminary Grading Approval, Soils Report Review (REV131092), Biotic Report Review (REV131093), and an Archaeological Report Review (REV131094).

7. The Sustainable Santa Cruz County Plan
 The Sustainable Santa Cruz County Plan will be considered by the Planning Commission for recommendation to the Board of Supervisors.  The SSCC Plan is a planning study that presents ideas that could lead to a more sustainable land use and transportation pattern for the County.  The plan focuses on the urban areas of Live Oak, Soquel, and Aptos and also addresses connections to rural areas of the County.

ACTION:  Accept the Sustainable Santa Cruz County Plan and recommend its approval by the Board of Supervisors with the inclusion of mapping of and planning for east-west bicycle routes, inclusion of measures to buffer adjacent properties from potential adverse impacts from increased building heights, and inclusion of the bicycle-pedestrian path from 41st Avenue to Anna Jean Cummings Park.

To file an appeal you must write a letter to the Board of Supervisors and include the appeal fee. APPEALS OF COASTAL PROJECTS
(*) This project requires a Coastal Zone Permit which is not appealable to the California Coastal Commission. It may be appealed to the Board of Supervisors; the appeal must be filed within 14 calendar days of action by the Planning Commission.

(**) This project requires a Coastal Zone Permit, the approval of which is appealable to the California Coastal Commission. (Grounds for appeal are listed in the County Code Section 13.20.110) The appeal must be filed with the Coastal Commission within 10 business days of receipt by the Coastal Commission of notice of local action. Denial or approval of the Coastal Zone Permit is appealable to the Board of Supervisors; the appeal must be filed within 14 calendar days of action by the Planning Commission.
