COUNTY OF SANTA CRUZ
Under general direction, to be responsible for the operation of Juvenile Hall on an assigned shift; and to train; direct; schedule, supervise and evaluate subordinate Group Supervisors; oversee the activities of detainees; serve as a member of the Department's supervisory team; and do other work as required.
This is the super-journey level class. Incumbents in this class are responsible for the operation of Juvenile Hall on an assigned shift, and to train; direct and supervise subordinate group supervisors and assume some duties of the Assistant Division Director in his/her absence. They are required to rotate into the various shifts of the 24-hour facility. Incumbents are required to complete mandated Standards and Training for Corrections program requirements annually. Employees must complete the Supervisor Core Training as mandated by the Corrections Standards Authority within the first year of hire.
This class is distinguished from the next higher class of Assistant Probation Division Director in that the latter is responsible for planning, organizing and directing the work of the Juvenile Hall on a daily basis, including coordination of hall and school programs, special training programs, interns and other support activities. It is distinguished from the lower class of Senior Group Supervisor, which has day-to-day responsibility for lead work, program planning and operations in the units.
- Directs and coordinates the operation of the Juvenile Hall;
- Plans, assigns, trains, reviews and evaluates the work of Senior Group Supervisors and Group Supervisors providing for the care, welfare, custody and rehabilitation of the youth;
- Performs detainee admission and release procedures, including finger printing, and performs detainee admission and release procedures, including finger printing, and ensures that records are properly maintained;
- Administers screening and assessment instruments;
- Monitors security systems, equipment and procedures;
- Schedules staff in the facility to meet state standards;
- Directs the visiting program;
- Assists in training new personnel, prepares written performance evaluations and facilitates their professional development;
- Evaluates units' systems and operations and recommends and assists in implementing automated systems;
- Reviews and approves incident reports prepared by Group Supervisors and Sr. Group Supervisors;
- Helps in establishing performance standards;
- Provides models, examples and resource materials for subordinates;
- Provides consultation and guidance to peers and staff to solve difficult detention problems;
- Keeps abreast of changes in the laws and regulations and makes appropriate changes to work processes;
- Assists in planning and implementing intra-departmental workflow, and policy and procedural changes;
- Oversees maintenance of logs and reports;
- Ensures the performance of specific household, medical and security routines;
- Consults on implementation of new programs;
- Prepares and updates procedural manuals;
- Develops procedures and forms;
- Serves as a member of the Department's management/supervisory team;
- Coordinates work with other professionals such as social workers, psychiatrists, therapists, district attorneys, public defenders, educators, medical specialists and others;
- Responds to requests for probation terms using the case management system during times when Probation Officers are not available;
- Issues holds on adult cases when necessary;
- Inputs, accesses and analyzes data using a computer;
- Responds to grievances from juveniles;
- Signs off on changes in programs for minors;
- Maintains a daily log of all intakes and releases as well as information relating to the safe and secure administration of the facility;
- Contributes information concerning the attitude and behavior of detained minors, for use by the Probation Officer in reports to the Court;
- Explains and interprets department programs and policies to other public agencies and the public.
Thorough knowledge of:
- Juvenile detention security requirements;
- Operations and interrelationships of the criminal justice system;
- Laws, regulations and ordinances governing institutional administration for juveniles;
Working knowledge of:
- Methods and techniques used in the rehabilitation of youth in the juvenile justice system;
- Methods of juvenile behavior management and discipline;
- Interviewing, counseling and crisis intervention principles and techniques;
- Causes of social problems, including delinquency and crime;
- Public and private community resources available to minors and families;
Some knowledge of:
- Some knowledge of the principles and practices of supervision and training.
- Supervise the activities of a facility for the care and custody of delinquent juveniles;
- Train, plan, assign, review and evaluate the work of subordinate staff;
- Interpret, explain and apply Federal and State laws, regulations and policies governing probation institution operations;
- Implement new programs, prepare procedures, forms, manuals and resource materials;
- Serve as an internal consultant, liaison and trainer to other professionals and organizations;
- Interpret the detention program to the public and other agencies;
- Establish and maintain effective working relationships with staff, juveniles, law enforcement agency representatives and others;
- Interview persons from diverse socioeconomic, cultural and educational backgrounds to obtain confidential and sensitive information;
- Counsel juveniles with behavioral or emotional problems.
- Assess, through observation, the possible presence of substance abuse or mental health problems, and make the appropriate referrals;
- Successfully work with emotional, antagonistic or manipulative offenders, probationers and their families;
- Use physical restraints, drug testing devices and radios;
- Write clear, concise and objective reports;
- Prepare and maintain accurate records;
- Evaluate, recommend improvements and assist in implementing automated systems and record keeping requirements;
- Input, access and analyze data using a computer.
Training and Experience:
Any combination of training and experience which would provide the required knowledge and abilities is qualifying. A typical way to obtain these knowledge and abilities would be:
- Two years of experience performing duties comparable to a Group Supervisor II in Santa Cruz County.
- Employees must complete the Supervisor Core Training as mandated by the Corrections Standards Authority within the first year of hire.
- License/Certificate Requirements: Upon hire possess valid California Class C Driver License.
- Complete mandated Standards and Training for Corrections Program requirements.
- Fingerprint/Background Investigation: Ability to pass a full background investigation to meet provision of Government Code 1029, 1029.1 and 1031.
- Mentally and physically capable of performing the classification’s essential functions as summarized in the typical tasks section of this job specification.
- Candidates are subject to the State of California Board of State and Community Corrections Title 15 – Minimum Standards for Juvenile Facilities and must pass a pre-employment medical evaluation and physical examination that meet the requirements of Title 15, Article 3.
