Under direction; to plan, organize, coordinate, and supervise the operation of the Tax Collection Division of the Treasurer-Tax Collector's Office, to perform complex and responsible clerical accounting tasks and to do other work as required.


This single-position class is responsible for the day-to-day operations of the Tax Collection Division of the Treasurer-Tax Collection office. The incumbent is responsible for supervising accounting clerical and clerical staff engaged in collecting the secured, unsecured and supplemental tax rolls, and the redemption of tax-delinquent property. The work of this position requires knowledge of the full cycle of tax collection operation and applicable sections of the State Revenue and Taxation Code.


Plans, assigns and coordinates work of subordinates engaged in receiving and processing secured, unsecured and supplemental tax payments, balancing daily collections to controls, answering questions from the public on tax collection matters, processing tax segregations and duplicate payments, maintaining control records on unsecured property taxes and secured delinquent property taxes, balancing tax rolls, computing interest and penalties to determine amount to redeem tax-delinquent properties, and processing tax-delinquent properties to be deeded to the State and sold at public auction; selects, trains, supervises and evaluates subordinate staff; analyzes, establishes, and implements procedures as required; consults with Data Processing personnel to plan, develop and implement computed based record keeping systems for tax collection record keeping; establishes priorities and schedules work to meet deadlines; assists subordinates in handling difficult or unusual problems; reviews work of subordinates for accuracy, completion and conformance to applicable rules and regulations; maintains records on secured property tax collections; posts daily receipts to cash book; closes secured tax rolls and balances to controls; sets up public auctions, sealed bid sales, and sales to public agencies; processes returned checks and cancels the payments; prepares correspondence and reports; serves as a resource to subordinate staff and the public on sections of the State Revenue and Taxation Code governing operation of the Tax Collection Division; supervises the maintenance and control of records; assists in budget preparations and maintains budget controls on Divisions expenditures; may provide vacation and other temporary relief for other classes as required.
